Yes,
Reliance offers such plans.
iPhone 5c offers starts @ Rs.2,599 as EMI for 24 months. http://www.rcom.co.in/iPhone/iPhone5c/unlimited.html
iPhone 5s offers starts @ Rs.2,999 as EMI for 24 months. http://www.rcom.co.in/iPhone/iPhone5s/unlimited.html
With all plans you get Unlimited Voice calls (Local/STD), Unlimited SMS (Local & STD) and Unlimited Data (2G/3G).
Only thing is offer can only be purchased with Credit Cards.

Well...it isn't exactly "zero rental"...a rental of approx 850Rs/month is included in your EMI (if you calculate your net payment in 2 years on the phone - cost of buying it outright)...depending on your monthly usage it may or may not be worth it 🙂

Agreed. But that is with any mobile operator in world. In US you get phone for cheap but there is a contract so expect same here in India. Maybe Reliance is starting up with better choices after death of BlackBerrys.
If you go for iPhone 5S 16GB final cost after 24 months would be ~Rs.72k, price of iPhone 5S 15GB model is around Rs.50k so for 12k over 2 years or Rs.500 per month it is a good deal.
Another thing is you don't pay full money upfront just EMIs (maybe that can be done by visiting Apple Store as well and use Credit Card).
