It is fine now but there are spikes daily 5-10 times for a few minutes.

The IP is dynamic but it does not have a double NAT. So basically BSNL has a block of IP addresses namely 103.71.112.230 /22 . Now these IP addresses are assigned to my society and users are allocated dynamic IP addresses from this pool whenever they restart their routers. So it is a public facing IP address but dynamically allocated. You can easily access your network from outside via that IP and also use a hostname to update your IP address if it ever changes. Free services like DDNS and noip can be used.

My IP starts with 103.194.xxx.xxx, is dynamic public IP and no double NAT. Only problem I have had is with the ONT device, I have to port forward and assign DMZ in ONT instead on my router even though I have disabled DHCP in ONT.

How does the whole BSNL FTTH connection work. Fiber goes into ONT then a ethernet cable into Router? I have not used FTTH before. Do I purchase ONT from bsnl right away or get it on rental bases? I have a TP-LINK archer c20 ac750 router, should I buy a gigabit router if I am applying for a 100mbps connection

Correct, fiber goes in ONT and Ethernet cable from ONT to router. You will get ONT free for the duration of your connection but they will keep 1 month rent as security deposit, Rs.500 for installation and Rs.500 extra if you want a landline. You won't get full 100mbps anyway so I think that router will be fine, I get max 36mbps on 40mbps connection.
