Why Spectranet Upload speed suffer during evening hours

I am resident of Mayur vihar phase-1 , delhi and using spectranet Wifi for past 1 week one thing i have notices is there upload speed suffers during evening hours during 6-9 PM . I am using 1000kbps plan which costsme 600rs/mnth there download speed is quite Ok but upload speed varies alot from 1.9 Mbps in morning to 0.10 Mbps in evening.When I complained to services guys they said that issue is with bandwidth associated with tower.Is there any way to rectify this problem? and its becomes quite hard attaching a big file file to mail attachment during evening hours.Thanx
 
It is definitely not 'OK'. Tell them that you need a engineer visit as 100kbps upload is ridiculous by any standard
