Why is SITI giving so much speed? (23 GB a day)

I have Siti cable broadband. It is only a 512 kbps plan, though when I download torrents, I get a speed of 15-30 mbps. Sometimes, 50 mbps. How is it possible?
a) Is this only for promotion?
b) Why this is happening?
c) Will the speed lower down if more people subscribes to this broadband service?

Are you downloading a torrent that is popular? Try some random unpopular torrent and see if it gets similar speeds.

Well, I downloaded a torrent with 476 seeds. It took 7:56 minutes to complete and the file size was 1.65 GB

Popular as in... Other people in your network have reason to download it too? Because BTCache cache recent downloads locally and your ISP might be offering unrestricted speed from that cached server.

I have downloaded 23 gb yesterday. Same thing got repeated for every torrent. 🙂
