Why Is My Ip Static? Eventhough I Am Having Home1800 Connection?

Can anyone help me with this? I am having a constant ip so I can't download anything from link-removed. I want my ip to change whenever I connect to BSNL. how do I do this? I tried renewing my ip using DOS but nothing worked. I am still getting the same ip. I actually configured my modem to become a router to use it with Wifi. Then I again changed the modem settings to default and I am using the normal Dial-up. But still I can't figure out why my ip is static??? Plz anyone help guys. I am longing to download from link-removed.
