Why external ip, if allotted from a pool , shows a decrease in download speed?

Hi, It is peculiar but true, that if i log on to an external ip given from pool, my donwload speed shown in router statistics is half of the original i am getting if allotted generally.
Pool ip denotes ips allotted to a concern in bulk for their use, not static but dynamic, i suppose
I have a network monitor that captures the external ip along with the pcs device internal ip.
I noticed that if i am allotted to a named pool ip, my speed suddenly get reduced.
When i restart the modem and get the general ip, then the speed shows increased
Why? As a temporary sollution, i watch the starting 4 octet ip and if it starts with known pool ip, then i restart the modem.

Experts, i think that i have not given enough particulars .
Some bigger shops are allotted continuous ip numbers for their systems by the ISP.
I do not know, if dynamic ips are given as such to such entities.
Those ips are allotted as normal dynamic ip of the ISP's general users, who have individual ips.Those could be seen as named ips in your pc, while checking at social websites like speedtest net in or speedtest ookla
When i find these ips , if allotted , shows half of the speed mostly.
