whom to contact at bsnl for speed / frequent disconnections

hi, i have bad snr margin and bad attenuation ratio. i live about 3 kms from exchange.my modem is connecing at speed of over 10 mbps downstream over adsl2+ and about 8 mbps over g.dmt. this is the reason i am getting bad connection. i want my modem to connect to dslam @ 512 kbps downstream and 128 kbps upstream so i can get better snr and line attenuation values. i understand that this can be configured from dslamso what i need to know is whom should i contact to resolve my issue as lineman / JE have no idea what i am talking about.

Try talking to the line man, ask him to give a clean line without joints or non insulated parts.
