Where to complain?

Well,My exchange is not providing connection as my home is 6-7 KM away from the exchange..Can you please tell me where to complain about this?My first application was on the inauguration day of BSNL DataOne broadband. Since then i have applied almost a dozen times.Abhik

Last time my local exchange said that due to not availability of modem, they are not being able to setting up connection. Thats why I bought the Modem.
Anyway, I just came back from the exchange and they again turned down my application.

what Should I do now? I don't have any other Broadband Service in my locality.
 
Appears to me BB connection is possible as per your reply re modem etc
