What will Idea do with overlapping licence of SPICE

Idea has bought Spice, So now it has the 6 overlapping licenses along with two new licenses of Karnataka and Punjab of its own. It is seen that network codes and number series for these licenses are already present.According to DOT, No telecoms operator can have more than 10% stake in other operator, operating in same circle and Any operator which is given license has to start operation within 1 year.Idea already has these licenses for more than an year now. I think the only option for Idea is to sell these licenses.@Broadband Forum : Any info on what will Idea do on this matter and when will Idea sell these licenses, so that other operator can start services.?
