weird problem with 550Combo from last 15days. (mumbai)

According to this plan speed should increase at 6PM i.e., to 1mbpsDecrease from 2 mbps to 512 at 8AM butspeed increases after 6:25PM and decreases at 7:36AMsome of my friends are also facing this issue
(there is no problem of restarting router the timings from their server are being changed for me to increase or decrease the speed)
called CC many times in vain- they do not have the authority of accessing servers.
what should be done to get what is promised from MTNL...
