Websites blocked on Excitel Broadband

Here on my local ISP, on http it displays the notice that it has been blocked by Telecommunications, Government of India. HTTPS works fine.

I can open it just fine on hathway
Only site that i cannot open is thpbay without proxy

I had mtnl for more than a decade and im sure no one blocks site as bad as mtnl
All top tier porn sites are banned, every torrent(good ones) site is blocked unless they change their domain then it gets taken down after sometime

Websites aren't blocked by excitel but the upstream providers, in most cases TCIL.

Edit: Made an interesting observation just now, cloudflare seem to be serving these notices now, didn't see any TCIL IP in the packet capture.

noticed this week that excitel is blocking tpb on https. i don't think this was the case few months ago.
