Webpage not opening,site ip is pinging

I have Windows 98 operating system with IE 6 and Opera browser.My dataone BB connection works with Huawei MT841 modem. For last one there was no problem. now no webpages opening with both web browser although pppoe dialer is connected(also my adsl link is always steady and I checked with Laptop,everything is ok in ISP side).
I have tried following , but no results:
1) When I ping Yahoo! India or any other site , it is not able to resolute and request timed out. but when i ping yahoo ip liike 202.43.219.47 reply comes.
1) I have manually assigned DNS-218.248.240.208 &218.248.208.135, but no results.
2) when i give yahoo ip in address bar of web browser,still webpage not coming.
3) I am able to ping DNS and any site ipaddress. I ahve tried with other DNS ,but no results.
4) I have run window98 setup,but no results.
5) I have repaired internet explorer 6 ,but no results.

please help to overcome this problem. i don't want to format harddisk as so many data and softwares are loaded and I don't have Cds to install application softwares.
Kindly someone tell the steps to uninstall IE and reload from operating sytem CD.
What is procedure to detect why browser is unable resolute the URL? can somebody through some light how a URL resolute and webpages come to PC.

T1. From what you have reported, you are eliminating the modem as a suspect.
2. Select Automtically assign IP DNS in your computer TCP/IP properties and try.
or IP 192.168.1.3 subnet 255.255.255.0 Default gateway 192.168.1.1
openDNS 208.67.220.220 and 208.67.222.222
3. Start run SFC for any changed file report.
4. Download FireFox browser and try
5. Could you operate Outlook Express or Yahoo Messenger ?
6. Did you try to access a web site by entering in Windows Explorer address bar ?
(Do not remember whether it worked in windows98).
7. SmartAX MT-841 ADSL MODEM (Type-III) MENU
Check modem's diagnostics also.
8. If still NO GO try the old dialup set up and connect to NETONE to pinpoint the fault.

• The Rnr20.dll file is missing or damaged or the "Library Path" value in the following registry key is missing or contains the wrong location:
