very weird problem with reliance internet

hi guyz , when i download something like drivers in google crome , speed is like 10-20kbps then i cancel and do retry downloading again and again and after 7-8 attemp speed rise to 200kbps for like 5 minutes , then again it goes back to 20kbps . So i have to do this process again and again . Does this problem can be solved?? I am using reliance evdo 3.1mbps
