Also you can try to check if BSNL is blocking VOIP ports.
type this at the command prompt

it should say successful, 5 bytes in 1 second.

Tried the command prompt test and it was a success. However, the test at testyourvoip.com using san jose in call destination gave very poor results - a score of only 1.3.
