That probably happened becos the Airtel connection was not ADSL. Under ADSL, the upload and download do not use the same channel.So, theoretically you get 256 Kbps upload + 64 kbps (or whatever) download. The upload should not disturb download and effectively you get 256 + 64 in total. In the airtel connection, if you upload and download simultaneously, an upload at 14 KBps would reduce the speed available for download to that extent (similar to dial-up), as the total is fixed. 🤔
So, its not probably the government but the technology.
