Upload Speed of Reliance Thunder Combo 1099 in TN

I'm on the verge of getting Reliance connection in Chennai, and unfortunately there are only two ISP's in my locality and it's BSNL and Reliance, so i called up Reliance and asked for a new connection the Thunder Combo 1099 which is 4Mbps unlimited, but i mainly want to know whether the upload speed is also 4 Mbps? Because that's the main reason i'm moving to a slower connection to reliance (from 8 Mbps BSNL), So can anyone confirm that the upload speed is also same as the download speed?
 
Dsl does not support more than 1mbps. Reliance would probably give you half mbps. Knowing Reliance, download speed would be close to 3mbps not 4mbps.
