UPI is primarily being used for p2p transactions rather than c2b which is where cards are used. So comparing them is kind of stupid.

exactly. more kinda apt comaprision would be comparing rupay to visa mastercard in which case the former doesnt even come close to latter 2 when it comes to international transactions
