looks like it has rolled out widely already. if you do not see on your twitter app, force close it and start again.
fleets seems to be completely mobile based. cannot post them on the web. cannot see them on the web. do not appear in timeline. seems like a useful feature for specific situations.

this is actually a pretty cool feature. basically you can now have some privacy while maintaining a public account. fleets are only visible to people you follow. only they can respond to your fleets. the minor issue is that responses are being posted in DMs. not sure if they also disappear when fleets disappear.
