Trai supports MIB: DTH license fee to be 6% of gross revenue

NEW DELHI: The Telecom Regulatory Authority of India (Trai) today said it supports the Information & Broadcasting ministry's proposal to reduce the DTH (direct-to-home) license fee to six per cent of the gross revenue.
The I&B Ministry had recommended to reduce the license fee from 10 per cent to 6 per cent.

"Trai has concurred with the I&B ministry proposal for maintaining the concept of gross revenue for license fee. The ministry's proposal for granting concession of four per cent from the present level of 10 per cent of gross revenue as license fee has also been accepted as it was felt that the gross revenue concept for license fee would make a case for higher relief," a Trai statement said.
Trai in its earlier recommendations had advised that Adjusted Gross Revenue (AGR) should be the basis for realising license fee.
The sector regulator had also recommended reduction in license fee from 10 per cent to eight per cent.
However, Trai has now reconsidered its position in the context of communication received from the ministry of information and broadcasting.
Trai has noted that the DTH [COLOR=blue! important][COLOR=blue! important]service [COLOR=blue! important]providers[/color][/color][/color] as well as other broadcasting service providers are paying license fee as a percentage of the gross revenue.
Trai says it now appreciated that I&B Ministry may have to scrutinise all the details, including pass through deductions, which could be time consuming and also require additional skilled staff.
Moreover the pass through of some components necessary in case of telecom sector because of the interconnection mode is not applicable in DTH. Therefore, Trai says it expects that the lower license fee would ensure higher growth rate and would therefore, not affect the overall revenue collection.
"It is expected that this amendment to the existing license condition while leading to a healthy competition among the DTH operators as well as with other delivery platforms will also bring considerable benefit to the consumers," Trai has said.

Regulator backs govt's plan to cut DTH licence fee


NEW DELHI: Regulator for broadcast services has approved a government proposal to cut licence fees paid by direct-to-home (DTH) television operators, and hopes the move will lead to faster growth in the sector.

[COLOR=blue! important][COLOR=blue! important]India[/COLOR][/COLOR] had proposed cutting the fees to 6 percent of annual revenue from the 10 percent it currently charges, to spur growth of DTH in a market of 82 million pay-TV households.

"Broadcasting services should not be treated as a major revenue stream for the government. Imposing lower license fee on the service providers is likely to encourage higher growth," the Telecom Regulatory Authority of India (TRAI) said in a letter to the government.

The TRAI had in 2004 recommended the fee be cut to 8 percent of adjusted gross revenue, which is revenue minus taxes, fees paid to broadcasters for channels, and sales of hardware to customers. But the government wrote to the regulator in March it would charge the fee on total revenue, to prevent companies from under-reporting their revenue and paying less of fees.

The regulator has accepted this decision, TRAI said in its letter. India has 3.2 million DTH customers now, but research firm Media Partners Asia estimates this figure will rise to 25 million by 2012. Telecoms operators Bharti Airtel and Reliance Communications have said they will launch such services.

They would be entering a market dominated by Dish TV India, [COLOR=blue! important][COLOR=blue! important]Sun[/COLOR][/COLOR] TV Networks Ltd and Tata Sky, a joint venture of the Tata group and News Corp.

They are not likely to cut prices. As DTH Companies had said that 56% of the subscriptions fee is towards taxes and until those are reduced they may not in a situation to bring prices down.
 
Can anyone in this forum enlighten me has any proposal of TRAI being implemented in letter and spirit till now??:wall:😗😡:madness::redface:
