@tech_help Depends upon Manufacturer. Some manufactures such as Micromax partitions storage in two parts. One for internal mass storage another for apps.
Normally you should get 4.5-5GB on 8GB Rom but I would suggest you to prefer 16GB ROM. Just to give you an idea mine rom is 16GB and around 11GB was free user memory on first boot. now I have installed all basics apps such as FB,messenger,twitter,telegram,hike couple of media players and now

Got 3.34 GB space after the update. will get memory card if needed.
I want cost of phone to be as low as possible.

resetting would not downgrade your android os. it would however delete all your data.
