If I recall well.. i think government had banned such matches.

This required each country to pass laws prohibiting the use of white phosphorus in matches.

India and Japan banned them in 1919; and China in 1925.
 
oh...that's news to me...in US its still available in some places. We India didn't fine/ban jaywalking,public smoking/spitting, etc., but banned these kind of matches almost a century back...haha
 
There are two reasons... one they can cause fire anytime. 2nd white phosphorus is supposed to be unhealthy.Since safety match prices were on par...so it was based to ban such matches. Because ban didnt harm anyone.
