Static ip address

I read railwire use shared ip that cause many sites showing captcha when using railwire.

Is there a way you can get static ip address from railwire ? How much it cost ?

Rs. 2K for what period ?

If it is 2K per year, then it is fine. I think BSNL charge INR 1500/- for static IP.
