speed soooooooo slow....plzz help

hey friends!!m using plan HOME 500.so,i shold have near to 2 mbps speed.right??but since my connection setup- i m having the speed only 450-500 kbps..the dwnloading speed 50-60 kbps,upload speed-30 kbps only,,at first i was using usb cable but now having lan card.then also my speed is just the same..i have seen the speed of my friends in my area-its almost 1.7 mbps.also my dwnloads stop within 3-4 hours during the night hours,,,,,plzz help me with this gr8 problem..please.....
