Speed difference between Router Status and Actual Download

I have a Netgear DG834G modem-cum-router installed at my place with a 4 Mbps BSNL connection. If I check the DownStream Connection Speed in Router bios, the speed is 4091 kbps, which is ~4Mbps. According to this, the download speed should be somewhere around 512 kBps. But what I actually get is around 400 kBps, as tested on speedtest.net
Any idea what might be the issue?
 
Get the line rate increased to 7999kbps. Setting it at 4096k for a 4mbps connection leaves no room for overhead.
 
Does that mean I need to get a [color=rgb(40,40,40);font-family:'Droid Sans', helvetica, arial, sans-serif;]7999kbps connection or I just need to ask the service provider to make this change? Is it something the customer care guy would know and get it done? As it sounds bit technical to me and I doubt if the support team at BSNL would be able to get that...[/color]
 
@ rjoshicool ,,whats the price of this router, are u satisfied with this? Would u recommend it to me actually I'm also a BSNL broadband user and looking for a WiFi router......
