How does it work exactly? Can I control a phone my sister owns by Installing this app in both phones? Or only through the web?
 
I understand that, my question is that is this app needed on both phones? The manager and 'managee'?
 

I do not think they have a manager app. You manage the connected phones using the web browser on the desktop. Right now, you cannot do much except for install apps and watch what apps are consuming how much battery.
