Was scrounging the internet for Vista telnet solution and found this. Telnet is not enabled by default in windows vista. So if you want to use TST for automatic router reboot then you need first enable Telnet. Use the following command in your command prompt:

start /w pkgmgr /iu:"TelnetClient"

It will take several minutes for vista to complete this. Also if you do not have the admin username and password I dont think you will be able to do this.

You can get to command prompt by pressing "Windows button + R" to get into the run menu and then type "cmd" (all without quotes)
