SMS are not reaching destination on IDEA Cellular

I have s3, my friend has note 1, i send sms to him, he says he didn't receive it, I have my delivery report off so can't be sure, but today I set delivery report on, it says sms received, he still complain he didn't receive it, how can this happen? He is complaining for few days now, that he doesn't received my sms

To add, make sure that one of the operator involved is not Aircel or Tata Docomo.
