While using Steam, if any Akamai CDN IP is under the ASN 9498 pool, the speeds are very slow almost never hitting above 10MB/s.
The same does not happen if the IP is under their own ie ASN 20940 or Valve Corp IP itself on which I'm able to hit 30MB/s easily.

23.56.101.81 - ASN 9498. on airtel DNS or dns.google or controlD (7MB/s)
23.64.59.122 - ASN 20940 on Cloudflare. (30MB/s)
42.99.140.138- ASN 4673 on quad9. (Yes, international but still 30MB/s)
