Slow charging by nexus 7.

I have a USB cable and charger which came with my mobile. When I charge my phone it gets around 1000mah charge and phone get charged pretty quickly. However when I try to charge nexus 7 it takes in only 400mah power and takes long time to get charged? Why is this difference when both use USB to charge?

The nexus 7 is quite finicky in terms of its charging cable. I also got lower speeds using other cable(s)

If I use the same cable and charge it with official charger, it charges quick. But if I use phone charger which outputs 1100mah to phone , it takes in only 400mah. I am not sure what's the matter here
