Slow browsing but fast torrents and download errors

The modem is D-Link 2520U in warranty period. It failed a month ago and they repaired it, but after the repair all sorts of problems started.
Browsing has slowed down and web pages load half or partial.
I cannot download anything from the Net as the download stops with Error message.
Torrents go at 40-50kB but the line is 2Mbps.

The link light is rock steady, never goes off.
Modulation is set to Auto sync up, it selects G.dmt
All other settings at factory set.
SNR margin up/ down is 16/15db
Attenuation is 36db down and 16 db up.
The modem synchronises at funny speeds like 92kbps ,120kbps, 702kbps
From a dos prompt---- ping -f -l 1492 Google
Packets sent =4 received =0 Loss= 4 (100% loss)
ISP is BSNL.

Please help, this is going on since 2 weeks with no solution in sight.

Tried using another modem ?
 
The modem was tested at the BSNL office and at the D-Link service centre. At BSNL id synced at 2Mbps and at Dlink at 6Mbps.
Now what?
 
Same as the above. Test using another modem and check.
 
It wasn't the modem, D-Link was kind enough to replace the modem after which I went to the Bsnl office to meet them.
The problem was in the line configuration and they knew it, because they were hokding out to make me upgrade my plan.
They are really worried about 3G and other wireless connections eating into their userbase. It was bound to happen.
