umm but with sify you pay first right? so how is consumer being fooled?

i always pay to cto 4 or 5 days later, he doesn't mind when, because he always get paid amount +[Rs 100/-] his service charge. consumer being fooled was used in the sense that actually the price is increased but in the first look at price list,it seems that sify has reduced the price. yesterday my neighbour was saying sify has reduced price of night package from 545/- to 500/- .Today on asking cto i found it is now 561/-
