setup windows 2003 smtp server behind router with bsnl broadband

BSNL seems to have blocked port 25, 110 and 587. I tried to configure my windows 2003 smtp server with port 25 as well as 587. I have also added all required ports to NAT's table in the BSNL router. My smtp server is able to send and receive mails within the domain but It cannot send or receive mails to/from other domains indicating BSNL is blocking emails.
Can somebody help me to configure my windows 2003 smtp server with bsnl as ISP?
 
nothing is blocked its all about port forwarding on the router,
if you trust your windows firewall then you can place it in dmz outside router nat in which case it gets a public ip.

With DMZ mode disabled, I have forwarded all required ports. Telnet test shows no connection.
As suggested by you, I enabled DMZ mode, still Telnet test shows no connection and my smtp server cannot receive or send emails to other domains.
