See the difference in broadband speed data, on login and changing

Hi, it is not known.
I login and check the broadband speed router statistics using a bat file which auto executes from task scheduler to give the current speed in ruter statistics.
See the time of log ins
First login it was shown a speed of 9mbps
i just reboot the router from the console and the speed becomes 12mbps.
i have just removed the ips for security reason.
in the first login i had a ip, which is different from the second ip.
Is there any connection of broadband speed with the ips obtianed.
why this

Hi, why no reply. I think nobody other than me has experienced this kind of speed difference

Just a few minutes of modem rebooting.
How it changes to the correct dw and upload speed
So, i think, eventhou ips are just address of users using, the allotted ips user if he his having any speed problem, would affect your speed. Is that correct or not.
If not, how change of speed in a minutes in broad band.
