RFC1918 addresses on public IP range?

Hi,
I have had a public IP address package with ACT fibernet for a few months now, but recently they seemed to have updated their network configuration. Whereas previously they used a 10.0.0.0/16 range IP internally to which they forwarded from a fixed gateway, they now seem to have directly assigned my public IP to my router under a 24 bit netmask. This is a welcome change, however, when my friend, who lives close to my place in secunderabad (and not my friend who lives in the other part of hyderabad) tries to connect to my IP, I receive the incomming packets not via his public gateway but rather appearing directly from his private 10.x series address. This is a problem as this is not a CGN IP but rather a private NAT IP, which obviously my firewall doesn't like. For now I have allowed RFC1918 addresses into my network. Has anyone else experienced similar issues?

ping to google.co.in is not the best way to test. Try "www.google.co.in" and likely you will see better results.

google.co.in and www.google.co.in resolve to same IPs - so both are one and same. Ping will not show any difference.
