Required: Android App to check which app is accessing internet

I have a strange problem. Some app in my phone tries to sync data the moment I connect to WiFi and totally slows down the phone.The background data is off. Manually checked apps like pulse and Google currents, disabled the sync option in them.I doubted the Google+ app and uninstalled it.But still it continues.Is there an app which can show which app(s) are accessing internet on the phone?
