If there's a sense of urgency right now in the RJIL camp, it's only because the deadline for deployment is approaching. If they don't do it by December, they run the risk of giving up their 4G license.

I had read that they can latch on starting Jan. If jio isn't launching in Dec, I am seriously contemplating moving to RCom. Will test it on a prepaid sim and then port my postpaid Airtel.RCom's users will be able to use Jio's 4G network. (According to rumors)
