reduction in upload speed with 512 Combo

today i try to upload a file with my 512 kbps connection in delhi but i got only 340kbps does it normal or its happening with me only
 
whats your modem upstream sync rate?

how i can get more download speed as it shows 576kbps but i could get only 470kbps
