Redirect to bsnl page upgrade or decline but after upgrade speed is same not increase

hello friend please is there anyone who can help me
that time i'm using 999plan in which they show 4mbps till 8gb after 512kbps speed but now my 8gb cross and
today when ever i open any page then i redirect to bsnl page in which show upgrade(Browsing with high speed) or Decline (Browsing with low speed) so click to upgrade then show the price and data so i buy 10GB data in 300rs but after that my speed is not increase so is there any solution to increase the speed

if any one have solution of this problem then please reply fast
