Every indian operator, inlcuding RELAINCE GSM, has started following national blockout days..
This is the chat i had with TATA DOCOMO REPRESENTATIVE today:

{Sai} Hello Rahul. I am using DOCOMO. I wanted to ask, why docomo is implementing BLACKOUT days
{Rahman} Are you online?
{Rahman} sorry?
{Sai} BLACKOUT DAYS- The days in which discounted msgs/free msgs not available
{Rahman} Yes.
{Sai} Why is it so ? DOCOMO, we are paying for sms packs right?
{Rahman} we have 5 Block out days.
{Rahman} Yes.
{Sai} So, why dont you make messages available free ?
{Sai} its our money right ? okay. thats okay if you implement blackout days or wateva.. but, yu have to give value for our money na ?
{Sai} thats the reason why people are flooding to your network!
{Sai} DOCOMO rocks in everything. I LOVE DOCOMO! But, i really hate this BLOCKOUT DAY crap followed by every indian operator!
