The U.S.-based company offered to pay 4.10 billion rupees ($83.5 million) of license fee arrears that one of its Indian joint venture partners owes to the government, and the Department of Telecommunications Friday told an Indian tribunal which was hearing the matter that it has accepted the offer.

The Telecom Disputes Settlement and Appellate Tribunal asked Qualcomm to clear the arrears of its partner Tulip Telecom Ltd. within four weeks and told the department to then give the Internet license to the chip maker within a week.

Why is this news? Qualcomm isn't an ISP anywhere in the world, why India? Because it's the largest CDMA market or what? Also, why hasn't Tulip been paying it's dues? Tulip is profitable (on paper, and, on paper is one of the few ISPs that is turning a profit). I wonder if this is partly why the CEO of Tulip resigned recently... maybe something has gone sour? The plot thickens.
