Public IP for broadband?

Which ISP's provide Public IP (could be dynamic , DHCP controlled) for their connections? I have my office PBX (proxy in US) that needs public IP to registers to the PBX, negotiates g711 codec ALWAYS, signals on h225 and h245. Port numbers used by my phone are 2074 to 2078 (signalling + media) . Any recommendations?- Pehchan

I have been using MTNL ADSL with vonage unnlimited plan for VOIP. Working good so far.

If your usage isn't too much then MTNL ADSL would suffice.
