Possible DNS Problems

Some of the sites are not working with BSNL dataone. But it works fine with cable internet. Can anybody give me a reason for this problem?

No reason but those sites open after a few hours.I think BSNL is making some changes or upgrading services and that time DNS plays foul.I dont know for sure, I am guesssing.
