Pls Help regarding blogger & domain

if i register a custum domain from blogger then in future , can i easily transfer the domain to use it with any other hosting platform ??? & also want to know if there is any charges from blogger for domain mapping ?and any suggestions on which site to use to register domain ???previously was thinking to make in wordpress but now planning to create in blogger
