I am a BSNL Home 900 plan user and when I measure my speed at testmy.net it is usually around 300Kbps ( 35 kB/s ) but while using torrents the average is 10-13 kB/s . As for regular http downloads the speed is much higher. Also my upload speed is nowhere near 256Kbps , it is always
 
the setting is similar to mt 841
And pls see a good guide here

Torrent speeds may vary depending on number of seeders and type of connection they have, try downloading linux distros , u will get good speed , cause most of the seeders have MBPS connections. And the upload speed u are getting is what u will get for this type of connection
