^ Each peer connection has an overhead so low number of peers with high bandwidth is better than a high number of peers with low bandwidth. So cutting down the number of peers is a good thing if you are on private trackers where the seeders have very high upload.

/members/sritcDo you upload any files when you download from torrent sites ? Seems D/L speed is also dependent on this.

i think the optimal upload speed be 8kB/s or 10 of which 8 is better.i get a dwonload speed of 190 200 kB/s from good torrents, dont forget to increase the disk cache , i give 128MB , pre allocate files, check the firewall u are using, when i used zone alarm, the torrent speed was low around 100kB/s avg,but it was more when i used avg and norton. And remove the tracker of movieX (MovieX Leeches From The BitTorrent Community | TorrentFreak ) as it allows only leeching for non members.then abt changin the no of direct ip connection,i haven't tried it yet.also check the usuals like port forwarding and stuff like that.
