Ping: Request timed out

Hi Friends

Though I have a 2 MBPS line with my Home Combo Plan, I'm not getting satisfactory speed and only limited to 100-140 KBps through both torrents and HTTP file download. I guess there is some problem some where. Note that I do not any noise in my line and the DSL LED always constant ON.

When I do a ping test, I'm getting 1-2 packets of "Request Timed Out" after every 20-25 packets in Windows and in Linux it says "Network not reachable" for 10-15 seconds. But connection never dropped and again continues after 1-2 packets of loss.

What could be the problem ???
I think BSNL has aggressively added broadband customers, but has NOT upgraded their server/infrastructure, which causing problem for many BSNL subscribers.
 
I have this problem from 2 months, BSNL does seem to be out of backbones or something.. :isleep:

It doesn't get much attention because most of the users need speed and not ping nor any packet loss
