its ur line thats the problem..r u sure that there is no interference at ur end? viz. tel line mixed with any high powered electricity source, loose/corroded connection joints, splitter gone bad, addition of other telephones without using a filter etc

previously i was having 2 splitters , removed 1 a month back and has solved the disconnection problem (hell it has returned) but speed problem is new to me.
 
Cyberbiz is correct you have a line problem, things like dirty/oxidised joints seem to aggravate the issue during the monsoon plus the other possibilities he has mentioned. I am not sure if you have read it but MTNL broadband user guide states that the tel wire coming to the house should first come to the splitter/modem.

yup tht's what i had done a month ago 1st line goes to splitter from there telephone & modem that has solved the problem of disconnection for few weeks but now reappeared.

if it was the problem of line (i understand the SNR [thy might be sending low signal power, noise might not b the problem] and line attenuation values) then how come the speed varies at least the datarates sent by the mtnl server to my modem/router page as config file should be 512kbps or similar (not variable to 256kbps or low).

just take a look at SNR here it's taken today... it's fine for few mins/hours(unpredictable) then chngs
 
It could also be a line problem outside your house, best ask MTNL to do a line check frm the exchange it takes a few minutes for them to so it, but the lazy sods rarely do it as the linesman who asks for it is not taken seriously at the exchange. This is first hand experience at Prabhadevi exchange. Remember that intermittent problems are the most difficult to solve so you will require patience than usual when dealing with MTNL for such issues. Also when your speed drops, ping your DNS servers & see if you get packet loss.BTW The attenuation above is 40+ is too high mine goes to 31 & I think that is high but since my SNR margin is high I don't suffer too much.

There is no config file sent to ur modem in case of ADSL...that happens with cable modems...ADSL works with dynamic data rate sync based on line characteristics. If the line is bad the data rate or speed will drop and will automatically go up to the max limit allowed by DSLAM when the line stats improve..if attenuation is too high and line SNR margin is too low there will be frequent disconnections or the modem may refuse to sync at all.

look at the datarates 512kbps ,after several modem restarts it's remains same now (Fixed 512kbps)....
decreased from 608 kbps previous

after calling 1504 the lady gaga on the phone said it's not possible that u can get 520/502kbps
tested on their original site.

she said i should get 80% of total bandwidth allocated. 410kbps not 512kbps.
Now called 24361221 they said they will look into the matter if there is speed change they will fix within 2 hrs. will look into it n reply later.
