Not getting back refund amount from Tikona Broadband

I have got tikona broadband on 12 July (4Mbps 50 GB Plan) & used it for one week in Bangalore. The sped is very slow that i had to wait for ages for the pages to open. So i raised a request for disconnection of the account on 19 July 2015 . I have received few calls about disconnection they told that i will get Full & Final mail in 16 days.
It has been 40 days & not received any mail nor the refund .
Is this the way Tikona people treat customers ? Thinking of moving to Consumer court
