"Not accepting any calls right now" message

Hello Everybody

I have called a person yesterday and received "The subscriber is not accepting any call right now" message.

Can any one point out what operator facility which allows for a subscriber to leave such a message to incoming calls?
 
did you get charge for that call?
 
Was call made to landline or mobile?
If for landline, I guess phone may have been disconnected temporarily. If its mobile, may be mobile is out of coverage.
