To establish a TCP connection, a SYN(sync request) packet is sent to the other peer (server in this case),
after the server receives SYN, a SYN-ACK(acknowledgement) packet is sent back to the sender.

The error in your situation tells that the SYN-ACK packet from server is either getting dropped, lost, or is not even being sent by the server in the given timeout period.

Could be a firewall issue, but most likely it is due to the server. I play in non-busy hours and it does not seem to give the error too often.
